There is an option in Outlook Express that can cause this. To fix it you need to do the following:
- You need to open outlook express
- You need to click TOOLS at the top
- You need to click OPTIONS towards the bottom
- You need to click the tab that reads CONNECTIONS
- You need to UNCHECK the second box that reads "Hang up when finished....."
- You need to click APPLY in the bottom right hand corner
- You need to click OK in the bottom left hand side
- You need to click CLOSE on the bottom right hand corner

Many factors influence your connection speed. Because modems use audible tones to communicate over analog voice telephone lines, they are very susceptible to phone line quality impairments. Such problems can make it difficult for the modems to hear the tones they are generating. These problems can exist anywhere along the path of your phone connection; in your home or office's wiring, at the phone company's central office and beyond. Your modem will try to negotiate the most reliable speed to connect at.

Many of the variables in line quality discussed previously can also result in losing your modem connection. If this happens consistently you might be able to stabilize your connection by forcing your modem to a slightly lower speed than what it is attempting to connect at. You can limit your modem's connection rate with a modem initialization string. Initialization strings are a series of commands passed to your modem just before it dials

First, ensure that the phone line is connected to the Linevinput on the modem. If it is, you need to connect a telephone to the telephone jack that the computer is trying to use. Pick up the telephone and see if a dial tone is present. If so, is the dial tone pulsating? If so, you must have a voicemail service, in which case you will need to disable the Wait for a dial tone before dialing option in the modem's properties. To do this, you need to open the modem's properties in the DEVICE MANAGER and uncheck this option. If you still receive this error even after the modem should not be waiting for a dial tone, the modem is probably defective. Contact the computer manufacturer for a possible warranty replacement.

This can usually occur if Internet Explorer doesn't know which connection to dial.
- Open Internet Explorer
- Click on Tools on the menu above
- Then choose Internet Options
- Click Connections at the top
- Put a dot in "Always Dial my default connection"
- Click APPLY in the lower right
- Click OK

- Click on the Start Button
- Click on the Control Panel icon, located in the right-hand column
- Double-click the Network Connections icon
- if you don't have the Network Connections icon first, double-click Network and Internet, then select Network Connections under the "Pick a Control Panel Icon" section on the bottom
- In the left-hand column, under the heading of Network Tasks, click "Create a new connection"
- This will bring up the New Connection Wizard
- On the first screen, click the Next button
- On the second screen, click the
- At the Network Connection Type screen, hit Next
- At the Getting Ready screen, choose Set up my connection manually, and hit Next
- At the Internet Connection screen, hit Next
- At the Connection Name screen, type "Rhino", and then hit Next
- At the Phone Number to Dial screen, enter your dial-up access number (not your number), and don't worry about the area code or hyphen)
- At the Internet Account Information screen, enter your username and password in the appropriate slots and hit Next
- On the final screen, be sure to click the checkbox 3/4 down the white box that says "Add a shortcut to this connection to my desktop." And then click the "Finish" button

- Click on the Start Button
- Click on the Control Panel icon, located in the right-hand column
- Select Network and Internet
- Select Network and Sharing Center, in the left-hand column, select "Set up a connection or network."
- This will bring up the Connect to a Network Window
- On the first screen, choose setup a dial-up connection
- On the second screen, enter your information
- Check the Remember this Password box
- Change the Dial-up Connection name to Rhino
- Click Connect

Error 678 is an error that is reported when a remote system is not responding properly. Here are some basic tips that may help you solve the problem.
- Is there a handshake? If not the phone number is probably wrong in some way. Are they trying to turn off call waiting the wrong way for their telco? Do they have call waiting? Do they have pulse but are trying to dial tone? Etc...
- If there is a handshake check their connectoid and network settings. If all looks good it is probably a handshake error. Make sure the correct modem is selected and setup.
- Try upgrading the firmware. To get them on the net in the meantime try lowering the fifo buffers, setting the max speed to 57600, and adding an init string. Try an init that will retain v90 first, but if they just want to get on and download their drivers try setting v34. Uninstalling and reinstalling the modem can sometimes help as well.
